🚢 MEIS / SEIS Scheme Overview – Now Replaced by RoDTEP & RoSCTL

📦 What is MEIS?

Merchandise Exports from India Scheme (MEIS) was introduced under the Foreign Trade Policy (FTP) 2015-2020 to promote the export of specified goods from India. Exporters of eligible products to notified markets were rewarded with duty credit scrips, which could be used to pay customs duties or sold in the open market.

✅ Key Features of MEIS:

  • Provided incentive of 2–5% of the FOB value of exports.

  • Covered goods exported via sea, air, post, or courier.

  • Incentive granted in the form of transferable duty credit scrips.

  • Used to pay customs duty, excise duty, and service tax.

  • Required uploading of eBRC, Shipping Bills, and product HSN codes on the DGFT portal.


🌐 What is SEIS?

Service Exports from India Scheme (SEIS) was designed to promote export of notified services from India.

✅ Key Features of SEIS:

  • Provided incentive of 3–7% of net foreign exchange earned.

  • Applicable to service providers located in India providing services outside India.

  • Eligible sectors included IT, legal, accounting, hotel, tourism, education, and professional consulting.

  • Scrips were transferable and could be used for payment of duties.


❌ Important Update – MEIS & SEIS Withdrawn

As per the Foreign Trade Policy 2023, the Government of India has discontinued MEIS and SEIS.

They have been replaced by more WTO-compliant and targeted schemes:

🔁 Replacement Schemes:

Old Scheme Replaced By
MEIS RoDTEP (Remission of Duties and Taxes on Exported Products)
SEIS No direct replacement

🔄 RoDTEP – New Scheme in Place of MEIS

  • Reimburses embedded duties/taxes not refunded under other schemes.

  • Covers all sectors gradually.

  • Benefits transferred as credits via ICEGATE portal.

  • Non-transferable but usable for customs duty payment.


🛑 SEIS – No Extension After FY 2020–21

  • DGFT has notified closure of SEIS benefits beyond FY 2020–21.

  • FTP 2023 focuses more on sector-specific production incentives and ease of doing business rather than direct service export incentives.
